Foot level pronation will ‘occur’ in almost every single human on this planet (with some exceptions of course e.g. An individual who has had a triple arthrodesis for example) and will do so irrespective of arch height.

With respect to the best shoe to put an orthotic device into, there is not one answer. It will depend on the individual, their presenting pathology, and what you are trying to achieve with the orthosis.
